During those days in Antique, governors usually had a varied term span from a short one year to several years.  The 12th Governor before Juan Montinola was Juan Salgado (1783-1785) and after him, the 14th Governor was Pedro Vargas y Hombrona, his term spanning from 1788 to 1792.
